Missing file?

I have postponed updating of a site. Now I have the time to do it, so I just downloaded the zip file to upgrade from v. 1.7.1, but the first "problem" I encounter is, that the installation note mentions a deleted_files.txt file which should be found in the Zip file. There is a file but the file is empty. :?:

If deleted_files.txt is empty, no files have to be deleted.

Missing file tinyMCE

tinyMCE not present! Either offline or local library missing.

I use Linux Mint 20 on a Dell T-5500.
Webspace is STRATO.
PHP = 7.3

Several tries to install this CMS without success. I only get a plain text site with no template.
I don't find the error even after hours.

At least you're able to log in.
What are your tinymce settings?
Check the browser console. Is there a js error?
