Editor Toolbar - Missing Edit Icons

The system has been in use for about a month on an IIS server, working completely fine.
Recently we moved the files over to an Apache server where now we are encountering some problems..
The icons ontop for the editor are all missing

When going to the path of the image (save button for example.. /index.php?image=save )
This error shows up:

403 Forbidden

Forbidden

You don't have permission to access index.php on this server.

Now I'm not sure why this is showing up, I have tried messing with file permissions for all the directories and files from 0644 to 777, none seem to make it work.

Any help would be great, thanks
