Very roughly, yes.
But it might be possible that file permissions still have to be adjusted.
That depends on the server.
But XH already reports when rights are missing.

Usually if you zip the files right on the server and unzip the archive on the server again, the permissions are being kept safe.

Yes, that's a particular useful property of CMSimple_XH. You can also keep a local mirror (or even use a version controll system); everything is supposed to work, if you block the site for modifications (or even for reading) during sync/copy.
