Hi jwndev,

I'll try:
  • make a fresh installation of the latest CMSimple_XH (if you're using windows, you can use Portable_XH to translate on your local machine without installing anything)
  • install Translator_XH and the translation hints package
  • login to the CMSimple installation and choose Plugins->Translator
  • choose "Plugin Config" and set the language to translate from (typically en), the language to translate to, translation author (your name) and translation license (best fit for the CMSimple_XH's core might be GPLv3)
  • switch to "Plugin Main Settings", and translate every installed component (translating the Translator itself might not be necessary).
  • Now the translation is basically finished. You can test it, if "language default" (Settings->CMS) is set to the translated language.
  • if you want to distribute the language pack, switch back to "Plugin Main Settings", select all packages and create the ZIP
  • if you want to contribute the language pack upload the language pack (if it's not already online) to a publicly available location and post about it in this forum
I hope it's somewhat understandable. If you have further questions, just ask.

BTW: using Translator_XH is not necessary, but it might be more comfortable than using CMSimple_XH's built-in "language editor", especially when it comes to packing everything as ZIP file.
