I indeed was referring to the idea to increase the core's requirements. What hi_kcfinder plugin needs is absolutely okay for a plugin IMO.

That will be difficult IMO cause kcfinder needs PHP5 and so must be modified. So at least the modified version of kcfinder must be distributed as well separatly (LPGP
