Say goodbye to non HTML5 browsers?

Hi everybody!
I think it is time to use the new HTML5 structural elements (<section>, <article>, etc.) in the core and internal plugins, instead of pseudo-sectioning with <div>s. To support IE 9-11, I suggest to add the appropriate display properties to core.css. In my opinion, there is no need to try to support IE ≤ 8; those who still use such "ancient" browsers come most likely best off by turning off CSS and JS altogether, anyway.
