Drop support for legal notices page

Hi everybody!
CMSimple_XH still supports the implicit legal notices page, which doesn't really make sense.
I suggest to dump that.
PS: I've just noticed that there's also the function legallink() which is deprecated as of CMSimple_XH 1.5.8 which has been released on 2013-08-31. After almost 4 years of deprecation, I think we can dump this function, too.
