XH 1.6: Replace<a href="#"> with more reasonable Elements

Hello Community,

CMSimple_XH uses quite some <a href="#"> in admin mode to be able to support the :hover pseudo selector in IE6 (e.g. for the admin menu and the help icons in the config forms). But since XH 1.5 the back-end is not fully usable with IE6 anyway. So I suggest we replace the meaningless <a href="#"> with more appropriate elements. For the backend we can suppose that an up to date browser is used. No need for IE6 support. Even for the front end IE6 necessity in Europe is <1%.
