Just to better understand my point of view (and maybe one helpful information for all web designers - as what to concentrate to):

Why to waste time for something with the minimal percentage usage?
The most helpful would be a standard announcement included in each template, that the user should upgrade his browser with a ling to upgrade. And maybe also with a recommendation to inform the boss, that
there are newer, safer, more powerful, more reliable, faster, more advanced and more efficient browsers used already all around the world.
Offering the population never ending support for their ancient equipment costs a lot of valuable time and reduces the chance, that new things would successfully prevail.
Frankly - if CMSimpleXH shall be daily actual, modern, smart etc. It must use and support the newest as much as possible. In this terms I see the responsive templates as new standard we shall concentrate and prepare the installations so that they will be easy understandable instead of bringing fear that it is something that must be adjusted for this or that browser, browser's version etc. This may be left to enthusiasted designers who love to play and create things for small percentage of end users. Otherways, it seems to me as a nostalgic effort to do a microsurgery with a pocket knife.

Look at the map of browser usage in Europe. The fact, that in market statisticks the IE is higher than other browsers results from IE inclusion in many SW packets.

there are three kind of lies: lies, damn lies and statistics. See for example http://en.wikipedia.org/wiki/Usage_shar ... mary_table. Some report the usage of IE in November 2012 on more than 50%. But even it were only about 15% that's IMO still more than enough to care for it. Actually the question is not so much, if an individual (or several individuals) can hurt/push Microsoft to deliver an up-to-date browser for all their supported Windows Versions resp. organizations to allow a modern browser on their computers, but whether this individual will shoot itself in the foot, when he's not supporting these older browsers at all. Consider you were a satisfied (for whatever reason---and if it is only as you are accustomed to it since many years) IE user on Windows XP. What would you do, if you come to a site which says: "Use a modern browser to view our site!"?
However, nowadays it's not too much of a problem to support even older IEs. One can use the technique of progressive enhancement. E.g. use media queries to facilitate responsive design, but make the default so, that it can be used on browsers which don't understand @media. Josef just pushed this a little bit further: through some JavaScript it's even possible to display the same responsive design in IE 8. And a little bit of additional CSS even makes that possible in IE 7 and it seems even in IE 6. IMO a very nice improvement (particularly as there is no burden for users with an up-to-date browser).
About the screen resolution statistics: I do not understand, why anybody is so interested in this. My screen resolution is 1440x900, but I never surf in full screen mode; only for sites that require this I maximize my browser window reluctantly (with the obvious consequence, that I will avoid these sites in the future, if possible). What would be really interesting is the size of the browser viewport, but it seems nobody measures this.

I've made some quick adjustments a while ago, but I haven't published them yet. You can download a zip with the modifications, but it will still take some time when I officially release this as new version of Dlcounter_XH.
