Hi, I have seen a news ticker that can be stopped with the mouse, and then links to another site.

This effect cann be achived by javascripts. "Google" for script based tickers. There are hundreds on internet. Then make a newsbox page and place the script call on it. Then place this newsbox in your template. Or place the script directly into your template.
If I am not wrong, there were some templates in old forum, where such tickers were used. But I have no time and mood to look for them right now.
If it should not necessary a ticker, maybe also NEWSBOX ROTATOR could solve your needs.
