It's the price of short urls. In my eyes CMSimple do it right.

A solutions could be to give an every page a unique index in page_params. The url will then be: domain.com?idx=1 and the user could select short linking as an option in cms cofiguration.
It will make intern linking a bit more complicated.

If the page has redirection is enabled then it's not possible to make it hidden or not published. The page is still visible in the menu and redirection will be executed.
