Add system check for writability of css/plugins.css

Add system check for writability of css/plugins.css

Hello Community,

it has been completely overlooked to add a system check regarding the writability of the folder css/ resp. the file css/plugins.css. I suggest we add this for XH 1.6.2.

One might argue that this omission is a bug, in which case it should be fixed ASAP, i.e. for XH 1.6.1.

What do you think? I've put it on the 1.6.2 roadmap for now.

I think it is a bug and belongs to 1.6.1

I think it's not a new feature and there's no risk to break something.
I would put it into 1.6.1
